The strap is measured end-to-end in its loose state, and then the overlay part is subtracted. For example, a size small is 33.46 inches (85 cm) end-to-end, and the overlay part is 5.9 inches (15 cm). So, it fits if both leg circumferences are between 27.56 and 37.40 inches (70 - 95 cm).
